Beginning

Establishment of ESIT is closely connected with the name of professor Vasily Rodionovich Filippov - rector of Buryat Zoological and Veterinary Institute. In 1955 thanks to the initiative of Vasily Rodionovich preparation of engineers in three technical specialties started: "Industrial and civil building", "Technology of leather and fur", "Technology of meat and meat products". Being already the Chairman of the Ministers’ council of the Buryat Autonomous Republic, and then the first secretary of the Buryat regional committee of the communist party, professor V.R.Filippov persistently brought his attention to the question of technical college organizing in Buryatia. Result of such activity was the Decision of Ministers’ council of the USSR № 479 from May, 2nd, 1962 about organization in Ulan-Ude East Siberian Institute of Technology.

On June, 19th, 1962 there was the order of Minister of the higher and specialized secondary education of the RSFSR about organization of East Siberian Institute of Technology on the basis of the technological and building faculties of Buryat Agricultural Institute of the Ministry of Agriculture of the RSFSR.

With the next order of the Minister of the higher and specialized secondary education of the RSFSR rector of East Siberian Institute of Technology was appointed Dr.Tech.Sc., Associate Professor Damnin Shagdurovich Frolov.

The order of the Ministry of higher and specialized secondary education of the RSFSR №783 from November, 26th, 1962, the institute structure was confirmed: administration, central office, faculties, chairs, offices, laboratories, establishments and the organizations.

According to this order rector of the institute appointed Associate Professor N.V.Golubtsov as Vice-rector for educational and scientific work; K.D.Dabain - as Vice-rector for administrative work; V.A.Tykheev - as the Head of teaching department; A.D.Khiltukhinov - as personnel manager; L.G.Prokhovtseva - as Head of managing office; M.I.Afanasieva - as Head accountant; Z.D.Angapova - as Head of the library.

The technological faculty was headed by Associate Professor M.P.Antimonov. The chair of leather and fur technology was headed by Associate Professor N.A.Mikhajlov; the chair of meat and dairy products technology – Associate Professor T.V.Mjakenkaja; the chair of heat engineering - M.D.Sanzhieva; the chair of electrical engineering - A.F.Bovkun; the chair of organic chemistry - A.K.Kuzmina; the chair of resistance of materials - N.V.Golubtsov; the chair of economy and the manufacture organization - V.V.Meshcherjakova; the chair of the foreign languages - V.F.Ivanov.

Associate Professor V.G.Shchepotko has been appointed as Dean of building faculty, and the heads of the chairs became the following: technologies of building manufacture - L.E.Milshtejn; architecture – Associate Professor A.T.Nekhurov, Marxism-Leninism – Associate Professor S.V.Angapov, higher mathematics - M.N.Matkhanov; descriptive geometry - G.K.Bulytov; physics - P.R.Filippov; physical training - V.A.Vampilov.

From institute to university

The first academic years 1962-1963 the institute began with preparation of engineers in three specialties translated from Buryat Agricultural Institute: "Industrial and civil building" (full-, part-time, and evening courses), "Technology of meat and dairy products" (full-, part-time, and evening courses), "Technology of leather and fur" (full-time training). Enrollment of students made: full-time training - 125 persons; evening courses - 50 persons, part-time training - 100 persons. Total number of students in the full-time training - 598 persons, in the evening courses - 117 persons, in the part-time training - 50 persons.

Pedagogical work in 16 chairs was conducted by 54 teachers. Four teachers were part-time workers. Nine persons possessed degrees and ranks. They were S.V.Angapov - Associate Professor, Candidate of Philisophy, M.N.Bogdanov - Associate Professor, Candidate of Chemistry, B.Ts.Dondokov - Associate Professor, Candidate of History, N.A.Mihajlov - Associate Professor, Candidate of Techniques, D.SH.Frolov - Associate Professor, Candidate of Techniques; Associate Professors - M.P.Antimonov, N.V.Golubtsov, A.T.Nekhurov, V.G.Shchepotko.

Later in the institute new specialties were opened annually. For example, in 1963 there were "Machines and devices of food manufactures", "Machines and devices of textile industry", "Technology of milk and dairy products", in 1964 - "Technology of mechanical engineering, metal-cutting machine tools and equipments", "Storage and technology of grain processing", in 1965 - "Electrical supply of the industrial enterprises, cities and agriculture", in 1966 - "Thermal and gas supply and ventilation", "Economy and organization of food stuff industry".

In 1963 the training and consulting point of Irkutsk Technical Institute in Ulan-Ude was closed as a result of the order of the Ministry of the higher and specialized secondary education of the RSFSR and its students of the second and third years of study were translated in ESIT.

In 1966 specialty "Economy and organization of food stuff industry" was been opened in the ESIT. Abolition of specialties "Storage and technology of grain processing" and "Economy and organization of food stuff industry" in Omsk had caused translation of the agricultural institute students to the ESIT.

By 1967 number of students has considerably increased. If in the educational year 1962/1963 there were trained 1409 persons at the full-time faculties, evening and part-time departments of the institute, in 5 years, in the educational year 1967/68, already 6811 persons were trained at all faculties of the institute.

According to increase rates of number of students ESIT advanced other technical establishments of higher education of corresponding profiles. It is explained by faster development of industry in Siberia and the Far East, in particular, such branches as mechanical engineering, textile, food-processing industry etc. For example, in 1960 at the tanning and fur enterprises of the Eastern Siberia only seven technologists with higher education worked. In 1982, in 20 years after organization of ESIT, at only one Chita factory of chromic leather 20 engineers - our graduates worked.

Till 90th the geography of the enterprises of tanning and food-processing industry where graduates of ESIT worked, was rather extensive: Leningrad, Kiev, Minsk, Taganrog, Krasnodar, Orsha, Yelets, Frunze, Dushanbe, Sverdlovsk, Kirov and other cities of the Western and the Eastern Siberia, the Far East, some cities of Ukraine. Many of our graduates worked and work as heads and chief specialists of the enterprises.

The basic specialties, where there was a preparation of engineers, have been opened in the first five years. And since 1967 till 1987 the specialties like "Technology and designing of leather products" - 1972, "Cars and an automobile economy" - 1980, "Accounting and analysis of economic activities" - 1982, "Manufacture of building products and constructions" - 1986, "Electronic computers" - 1987 have been opened.

Enrollment of students from 1962 till 1967 considerably grew up. If in 1962 it has made 125 persons for full-time training, 50 - for evening courses, and 100 - for part-time training, in 1967 - accordingly 600, 350, 425 persons.

Knowing prospects of development of economy of Siberia, in particular Buryatia, rector D.S.Frolov constantly put before the Government of the republic and the Ministry of higher and specialized secondary education of RSFSR questions of institute expansion and opening in ESIT new specialties. Demand in engineers constantly grew in the republic and region. As a result the Ministry of higher and specialized secondary education of the RSFSR permitted to open eight new specialties within next five years.

Thus, ESIT developed very fast in 1962-67. The contingent of students in part-time mode of study has increased from 590 to 2438 persons. If in 1962 in separate specialties there were no evening and part-time modes of study in 1967 number of evening students has reached 1644 persons, and there were 1405 part-time students.

Approximately in 10 years after the institute organization there has come the period of formation and accelerated scale development of East Siberian Institute of Technology as one of the largest in the Eastern Siberia training and scientific complexes. With returning of the first target post-graduate students directed in due time from the technological faculty of Buryat Agricultural Institute as Candidates of Sciences in ESIT, it had been put one of the first strong fundaments in the basis of preparation of scientific and pedagogical shots, development of educational process, the beginning of scientific researches. As the first the following post-graduates have returned in ESIT: D.T.Tsybikova, K.B.Mokhosoev, M.N.Khalbaev, L.A.Maksanova, Ts.-D.B.Shojnzhurov, V.N.Biltrikov, N.N.Batorov, D.T.Zodboev, N.S.Aldarova. Some of them have brought with themselves the equipment gratuitously presented by that high schools where they began their scientific activity.

Our first Dr.Sc. leaned against experience, high methodology of training in the leading institutions of higher education and introduced them, adapting for conditions of our institute. As a whole, studying and use of experience of the organization of training and scientific process of other institutions of higher education yielded good results and promoted improvement of quality of preparation of engineering shots in the institute.

Demand in preparation of scientific and pedagogical workers for the next ten years (1972-1982) didn't decrease. It would be possible to note many heads of the chairs and deans who have brought the powerful contribution to formation and development of the chairs and faculties. Here only some surnames. These are heads of the chairs: N.A.Mikhajlov, V.S.Dumnov, M.F.Darmaeva, A.A.Vasilev, I.G.Neborak, N.A.Urkhanov, N.S.Aldarova, D.T.Tsybikova, L.A.Maksanova, M.M.Baldanov, T.F.Chirkina, I.S.Khamagaeva, N.N.Batorov, G.K.Bulytov, N.V.Bajandueva, E.V.Demin, E.A.Shodonov, G.N.Egorov, Ts.-D.B.Shojnzhurov, A.K.Gergesov, A.I.Kolosov, A.N.Petrov, L.N.Upkunov, A.I.Zhidjaev, S.A.Mantatova, Z.C.Molonov, S.Khityrheev, P.P.Buinov, V.K.Dyrkheev, A.V.Budaeva, V.D.Manzanova, M.N.Halbaev, B.S.Shatonov, A.M.Kazantseva, L.G.Mikhedova, V.V.Vampilov and etc. These are deans of faculties M.P.Antimonov, N.V.Grjaznov, M.D.Sanzhieva, D.B.Bardonov, M.S.Agalov, Z.C.Molonov, V.N.Shutukov, B.A.Danchinov, A.A.Vasilev, D.T.Tsybikova, I.V.Brjanskaja, M.M.Egorov, E.D.Tsyrenova, nowadays working as L.A.Berdnikov, A.D.Matuev, D.T.Balzhanov, V.V.Mantatov, P.K.Hardaev, L.N.Mansheeva, P.B.Mognonov.

Organic connection of educational process and research scientific work of teachers and employees of the institute was an indispensable condition of successful professional training. The talented students and graduates were involved in scientific activity. So, in 1967 there were only 43 teachers with scientific degrees and ranks, in 1972 - 132, in 1977 - 194, and in 1982 - 259 persons.

In June, 1982 the anniversary celebrations concerning the 20 anniversary from the date of organization of the institute passed. The institute has been awarded with the Certificate of honor "For achievement of the highest results in the Russian socialist competition and successful performance of planned targets of 1982" by the Ministry of higher and specialized secondary education of the RSFSR and the republican committee of workers of education, the institutions of higher education and scientific institutions. The institute collective has been awarded with the same certificate of honor in 1972, and in 1980 - the diploma of the Ministry of higher and specialized secondary education of the RSFSR and the Central Committee of trade union of workers of education, the institutions of higher education and scientific institutions "For success in competition of the institutions of higher education of the country according to the results of 1980." The collective also is awarded with the diploma of the All-Union society of inventors and rationalizers "For achievement of the best indicators in inventive, rationalization and patent and license work".

To the 25 anniversary of education in 1987 in the ESIT chairs 16 Doctors of Sciences and Professors, 318 Candidates and Associate Professors successfully worked. By quantity of teachers with scientific degrees and ranks among all institutions of higher education of the Eastern Siberia and the Far East regions our institute occupied the first place.

Efforts of all collective of the institute which has stepped a 25-year-old boundary of the existence, have been directed to improvement of educational process, to careful working out of the necessary educational and methodical documentation, to creation of conditions for profound independent work of students on development of the future specialty.

During 25 years of existence the institute has prepared 21508 engineers, including 14894 persons in full-time training, evening – 3964 persons, part-time training - 2649 persons. 761 graduates of the institute have graduated with honors. The engineering staff of the republic has grown approximately for 12 thousand persons. The greatest quantity of engineers is prepared in specialties "Technology of mechanical engineering", "Electrical supply", "Building", "Economy and organization of food manufactures" which basically remained to work in the republic. Already at that time it was almost impossible to name the enterprises of mechanical engineering, food, textile industry, building, power, motor transport, agriculture where our graduates wouldn't work. Many of them became heads and ranking officers in the party, Soviet, economic and trade-union bodies not only in the republic, but also behind its boarders.

In 1992 ESIT has celebrated its 30 anniversary. It has turned at this time to one of the large technical colleges in the East of the country. The institute collective met this date for the first time without the first rector, professor D.S.Frolov who died on January, 1st, 1992. Permanently heading institute from the date of its organization, professor D.S.Frolov played an outstanding role in scale development of East Siberian Institute of Technology, as scientific and educational center of the Eastern Siberia and its transformation into technical university.

In 1992 in ESIT six faculties of full-time training with 22 specialties and 45 chairs, part-time faculty with 19 specialties functioned. At the full-time faculties there were trained 3975 persons, at the part-time faculty - 2810 persons. The structure of students in these and previous years was formed not only by natives of Buryatia, but also by representatives of other regions of Siberia and the Far East on the basis of long-term contracts with the enterprises, organizations and state structures.

During 30 years from the date of organization 26146 persons have received diplomas of ESIT. In 1992 at the institute 505 teachers including 15 professors and doctors of sciences worked. They were V.V.Mantatov, T.B.Shojnzhurov, J.B.Randalov, V.Z.Tsyrenov, V.B.Bazarzhapov, T.P.Antsupova, J.F.Mukhopad, T.F.Chirkina, I.S.Khamagaeva, N.I.Atanov, R.I.Rykov, A.K.Gergesov, V.K.Dyrkheev, V.N.Biltrikov, D.Z.Batuev. Except them in ESIT 323 Associate Professors, Candidate of Science worked.

The idea of transformation of ESIT in technical university has arisen after the state certification in 1992.

To the beginning of transition into the new status, in ESIT the sustainable and efficient scientific and pedagogical collective was generated. Main chairs were completed by highly skilled teachers. The most part of them had the scientific degrees and ranks of Doctors of Sciences and Professors, Candidates of Science and Associate Professors. All general scientific and humanitarian chairs were headed by Doctors of Sciences. In the scientific sector about hundred research assistants worked including eight persons with scientific degrees. The postgraduate study in 11 specialties, where 31 post-graduate students including 13 part-time post-graduate students were trained, functioned.

At the institute there operated the program of stage-by-stage introduction of multilevel structure of preparation of the specialists directed to realization of the state educational standard of higher vocational training and cardinal strengthening of a fundamental and humanitarian component of education. At that time the multilevel structure has been entered at the institute in two directions of higher vocational training: "Technology of foodstuff" and "Building". At the same time the chairs of the institute actively worked on strengthening of direct communications with the enterprises of Siberia and the Far East. In 1994 80 percent of graduates were distributed according to the concluded contracts.

Thanks to huge work of all collective, its faculty, ESIT has deservedly achieved transformation to a technical university. For a technical institution this status of higher education is the certificate of deeper fundamental, humanitarian and social and economic components of higher technical education received within the walls of this institution of higher education.

In 1994 ESIT found the status of the State Technological University. During this period experts of section of the Euroasian association of universities carefully checking institute have noticed that "… East Siberian Institute of Technology is dynamically developing institution of higher education which was generated as the scientific, educational and cultural center of extensive area …"

From the moment of transformation of ESIT to a university its amicable collective spent and spends the big work on achievement of indicators of the university corresponding to the average level of indicators of leading technical universities of the Russian Federation. It proves to be true undoubtedly high qualification of teachers. For full realization of the problems connected with transformation of institute in the center of education, science and culture of the Republic of Buryatia, the complex program of development of East Siberian Technological University till 2000 year which covered all spheres of its activity was developed. Resource maintenance of the program provided expansion of research and production, and commercial activity. The complex program of development is a deeply well-founded scientific elaboration, a transition to the new status which assumed essential reorganization and perfection of all spheres of its activity.

In 1999-2000 educational process at the university was provided by 594 teachers including 385 persons (64,8 percent) with scientific degrees and ranks. There are 48 (8,5 percent) Doctors of Sciences, Professors. That fact that 31 teachers among the faculty are awarded high honorary titles of the Russian Federation, and from above 115 teachers - of the Republic of Buryatia, testifies the level of achievements of high educational establishment in the spheres of science and education. In the public academies, including three international, the university is presented by 13 full members and ten member-correspondents. The state and other awards are awarded to 11 employees of the university.

Nowadays at the university 15000 persons are trained. Besides, in two branches of the university - Aginsk and Ust-Ylymsk - about 500 students are trained. More than 1000 students are trained in the frame of the programs of higher complementary education. The plan of recruitment at the expense of the federal budget for 1999-2000 made 710 persons for full-time training and 280 persons for part-time training. There have been submitted 2103 statements for full-time training and 617 statements for part-time training. The general competition as a result has made 3,2 persons for one place. The greatest competition was reiterated at the specialty of economic, electro technical and ecological and humanitarian faculties. For example, on jurisprudence - 5,23; for social work and public relation - four, computers - four. Basically entrants were local, and also from the Ust-Ordynsky Buryat autonomous region of the Irkutsk region, the Aginsky Buryat autonomous region of the Chita region and the Republic of Sakha.

New information technology demands constant improvement of professional skill of teachers of the university. It is organized in following directions: bases of a technique of the higher school, learning of foreign languages, information technology in education. The computer facilities park at the university has grown and makes 600 personal computers equipped with printers, graph plotters, scanners of different format etc. Introduction of information technology at the chairs of mathematics, physics, and chemistry extends.

For quality maintenance of preparation of experts and integration into the international educational system contacts to many foreign institution of higher education and educational centers are build and directed to realization of joint educational, research and production, and cultural projects. Among these institutes there are the following: Tszilin Economic Institute of Trade, Tszilin Commercial Institute, Chanchung Institute of the Russian Language (China), Mongolian Technical University, Ulan-Bator Institute of Labour, Institute of International Relations of Ulan-Bator State Institute (Mongolia), Tokyo University "Oborin" (Japan), Seoul Academy of the Russian Language, Education and Culture (South Korea) etc.
